Across cultures, the family, whether natal or marital, is often associated with love, support, and bonding among members. Globally, violence within the home is universal across culture, religion, class, and ethnicity. Many homes have become the site of violent human relationships. Despite this widespread prevalence, however, such violence is not customarily acknowledged and has remained invisible.
One out of every three women has experienced violence in an intimate relationship at some point in her life, as per national surveys across industrialized and developing countries. Statistical evidence on the actual prevalence of domestic violence is scant however. Studies indicate that physical abuse of Indian women is quite high. The National Crimes Record Bureau reveals a shocking 71.5% increase in cases of torture and dowry deaths during a five year period and may reflect increased reporting of violence. Torture of women constituted 29.2% of all reported crimes against women.
Domestic Violence Act aims to provide for more effective protection of the rights of women guaranteed under the Constitution who are victims of violence of any kind occurring within family and for matters connected therewith or incidental thereto. It tries to define domestic violence and offers some legal remedies. Further, Senior Citizens Act is another step in this direction.
The nature of domestic violence, its causes, and its prevalence must be fully understood in order to plan effective prevention and intervention strategies. It remains to be seen whether the intervention of the state into a family matter is practicable or not.
