This paper presents a holistic model of safety performance, which aims at the prospective evaluation of occupational health and safety in a variety of work settings.
Safety performance evaluation is an essential part of any occupational health and safety management system, since it basically provides information on the systems quality in terms of development, implementation and results. In that way, safety performance evaluation influences decision making in occupational safety and health matters.
Existing prospective safety performance evaluation methods, such as safety inspections/audits, observable safe behaviours, safety climate/culture surveys are often used separately or complementary and not in an integrated way. Moreover, their predictive validity and their ability to address the dynamic aspects of the organization and of the external environment are still under investigation.
The proposed model of safety performance combines a number of factors, which have been proved in literature to have a cause-effect relationship with traditional retrospective indicators of safety performance, such as injury rates or accident costs. The integrated technical, organizational and human factors inter-relate and also relate with the organization and the external environment, in an attempt to approach safety performance evaluation in a dynamic multi-faceted way. In this paper the initial evaluation of the model is presented, including its assessment against specific criteria and its review by experts, both covering for its face validation testing.
