India is a biggest Democratic Country in the world. It supports 1/6 of the Worlds population on just 2 percent of its 1 and mass. India also suffers heavily from natural disaster in 200. i.e.Tsunami. It was a devastating earthquake off the coast of Sumatra in the Indonesian archipelago, of magnitude 9.0 0n the Richter scale, followed by one of magnitude 7.3 Richter scale, 81 kilometers off Plunking, Great Nicobar, India that resulted in massive tsunami in several countries in South Asia and East Africa, Indonesia, Sri Lanka, India, and Somalia. India, the tsunami affected nearly 2,260 kilometers of the mainland coastline of Tamil Nadu, (such as Chennai, Nagapattinam, Cuddalore and Kanyakumari) Kerala, AP and Pondicherry as well as the Andaman Nicobar Island with tidal works up to 10 meters high penetrating up to 3 kilometers inland taking at least 11,000 lives and affecting more that 3 lakes people across 1100 villages. In Tamil Nadu worst affected state on the mainland over 10,000 deaths were reported. Almost all the coastal Districts were the worst affected. In all, according to state Government report, there are about 10 lakhs people were affected with over 10,000 deaths and 1,30,000 homes being damages and destroyed, This paper is divided into 4 sections. First section analyzes the role of civil society and NGOs responses in Tamil Nadu, India to the tsunami in 2004. Section describes the disaster terrorism in Mumbai attack i.e.26/11 issues. Third section examinee by civil society and NGOs as well as people experiences in the rehabilitation and reforms to identify factors influencing both positive and negative outcomes of the response, This paper also examines the role plays by institutional responses and flexed in shaping an affected disaster response also emerge very clearly from this paper of the Tamil Nadu experience. This paper draws extensively from the experiences and insights of the people affected by and involved I tsunami response and also secondary knowledge responses available on the disaster
